Scott Roper (Eddie Murphy) is a hostage negotiator, somewhat a of maverick in the San Francisco Police Department where he works. While Roper has unorthodox methods, as well as some bad habits (he is a gambling addict), he is good at his job and always gets results. But he meets his match in the form of master criminal Michael Korda (Michael Wincott), who Roper holds responsible for the murder of a friend and colleague. Emotions run especially high when Korda kidnaps Roper's girlfriend, Ronnie (Carmen Ejogo), and Roper has to rely on his new partner Kevin McCall (Michael Rapaport) to help him through the crisis.
