Jake Lo (Brandon Lee), a Chinese-American art student whose taste for politics was turned off after seeing his father killed in the demonstrations at Tiananmen Square, is lured to a party held to benefit a pro-democracy student group by an attractive female model from one of his classes. While there, Jake inadvertently witnesses the killing of the party’s host and group’s benefactor, Carl Chang (Michael Paul Chan), who was also an associate of drug kingpin Kinman Tau (Tzi Ma), by rival dealer Antonio Serrano (Nick Mancuso). The FBI wants to put Serrano away and so flies Jake to Chicago to testify at trial against him. But Jake is set up by FBI agent Frank Stewart (Raymond J. Barry) who is on Serrano’s payroll, and flees to save his life. Suspected of being a criminal on the run himself, Jake is nearly arrested by the Chicago police, which puts him in contact with Mace Ryan (Powers Boothe), a veteran cop who’s been obsessively trailing Tau for years, and his feisty young partner, Karla Withers (Kate Hodge). Ryan convinces Jake to let himself be used as bait to try and nail Serrano and get to Tau once and for all.
