A student of martial arts from an early age Nico Toscani (Steven Seagal) was recruited by the CIA for covert ops in Southeast Asia. While in Viet Nam he witnesses mistreatment of prisoners by his corrupt superior Kurt Zagon (Henry Silva) but is prevented from confronting him by his friend Nelson Fox (Chelcie Ross). Fifteen years later Nico is a cop in Chicago where he and his partner Delores "Jax" Jackson (Pam Grier) are on the trail of a big drug shipment. When they bust several players including Tony Salvano (Daniel Faraldo) they discover the deal really involved plastic explosives and that the CIA and Zagon are involved. Suddenly the arrestees are released without explanation and Nico is warned off by his old friend Fox and then suspended from the force. Senator Ernest Harrison (Joe D. Lauck) attempts to make Zagon and the CIA come clean about out their ties to black ops including the current one and so becomes Zagon’s next target. Nico must protect the senator, avenge the death of his parish priest Father Joseph Gennaro (Joe V. Greco) and uncover the truth even though his own wife Sara (Sharon Stone) has been threatened.
